F'ing lasers... how do they work?!

Here a laser is used to disable an outboard motor at sea. Clearly this will be helpful when fighting pirates and drug boats. Just one more reason why people who go against the coastguard or US navy are out of their noggin.

True, a highly reflective coating or an inch of fiberglass insulation would mean either much stronger lasers are needed, different laser wavelengths (UV maybe?), or more time on target (hard during a chase.)
